周海兵,男,汉族,湖南岳阳人,1971年2月出生,中共党员。1995年从湖南大学土木系结构工程专业硕士研究生毕业后,周海兵进入湖南省建筑工程集团总公司工作多年,并于2007年2月起担任公司总经理,同年6月任公司党委副书记、总经理。2013年3月,周海兵履新衡阳市委副书记,两个月后获任市长。2017年5月,周海兵调任湖南省交通厅厅长、党组书记。2019年12月,周海兵任湖南省自然资源厅党组书记、厅长,2020年5月起兼任湖南省自然资源总督察,2021年初履新省发改委党组书记。
