查进口国的关税有以下几种方法：
一、通过商务部网站查各国税率，通过商务部各国贸易税费查询，可以查询各国进入中国的商品税率，也可以查询原产中国的货物，在其他国家的进口税率。
二、查询中国自由贸易区服务网。通过查询中国自由贸易区服务网，可以查询中国与已经签订自由贸易协议国家之间的优惠税率。除此之外，还可以查询自贸协定降税时间表。
三、到中华人民共和国海关总署官网查询进出口税则。

进口关税是一个国家的海关对进口货物和物品征收的关税。各国已不使用过境关税，出口税也很少使用。通常所称的关税主要指进口关税。征收进口关税会增加进口货物的成本，提高进口货物的市场价格，影响外国货物进口数量。
因此，各国都以征收进口关税作为限制外国货物进口的一种手段。适当的使用进口关税可以保护本国工农业生产，也可以作为一种经济杠杆调节本国的生产和经济的发展。
海关监管手续费按以下标准征收：
1．进料加工和来料加工中，属加工装配机电产品复出口的货物，按照海关审定的货物CIF价格的1.5‰计征；
2．来料加工中引进的先进技术设备，以及加工首饰、裘皮、高档服装、机织毛衣和毛衣片、塑料玩具所进口的料、件，按照海关审定的货物的CIF价格的1‰计征；
3．进口后保税储存90天以上（含90天）未经加工即转运复出口的货物，按关税完税价格的1‰计征；
4．进口免税货物，按照海关审定的货物的CIF价格的3‰计征；
5．进口减税货物，按照实际减除税赋部分的货物的CIF价格的3‰计征；
6．其他进口保税货物，按照海关审定的货物的CIF价格的3‰计征。

这个帖是为了回答: http://bbs.fobshanghai.com/thread-346211-1-1.html 里怎么查霓虹灯牌关税的问题.  不过问题有点普遍性, 所以单开一个题目. 

1. 上面说要找霓虹灯牌关税, 在 http://www.census.gov/foreign-trade/schedules/b/index.html#search 用关键词 light 找到了:
9405.60        Illuminated signs ……  (2010, 11月 19日更新:  这个链接改成了:  http://uscensus.prod.3ceonline.com/#/p=0 , 好象反而不如过去好用了. 我试了关键词: lights, 然后点了 lamp and lighting fitting,  再点 electric, 再点 other,  再点 other.  这才找到 9405.  用关键词 neon lights 稍微好点, 但是也比过去麻烦了.)

2. 然后到 http://www.usitc.gov/tata/hts/bychapter/index.htm    点 Chapter 94 ,  往下找到 9405. 

3. 再往下看, 比如看到 9405.60 :  Illuminated signs, ……. Of base metal :   
    如果你那灯牌有金属背板的, 就在这下面了.  如果那金属是铜的 (of brass) , 
    那就是下面的 9405.60.20.00 , 税是 5.7% .  

    如果是金属但不是铜, 那就是那个和 “of brass” 对齐的下面那个 “Other”: 9405.60.40.00, 税 6%.

   要是背板不是金属, 那就是下面的和 “of base metal” 对齐的那个“Other”:  9405.60.60.00 ,  
   关税 5.3%.    

我不是做灯牌这个行业的, 不懂里面的细节分类. 所以上面说的不一定对.   其实就是自己行业里的, 也有搞不清楚的时候.  在国内恐怕要请货代问海关了. 在美国就打电话: US Customs Office Long Beach Port Office:

不知道跟国内海关打交道是不是容易. 在美国海关你要留个言, 他们还是会当天回的. “为人民服务的精神” 还不错. 举个例子, 大理石有 3.7% 和 4.9% 两个税率. 一般的是 3.7%, “further worked” (进一步加工的) 的就是 4.9%.  打电话去问什么是 “further worked”. 结果他们去研究了半天, 回来给了一大堆细节, 比如地砖倒边超过 1/8” 就算 “further worked”了.  这样的标准是网上查不出来的.

请注意一个问题：
LZ给的是SCHEDULE B NO.而不是HS NO.
对于国内的人来讲，一般都是想了解出口到美国的HS编码，也就是美国方进口申报的HS编码而不是美国放出口的SCHEDULE B NO.

The Harmonized System (HS) Classification is a 6-digit standardized numerical method of classifying traded products. HS numbers are used by customs authorities around the world to identify products for the application of duties and taxes. Additional digits are added to the HS number by some governments to further distinguish products in certain categories.

In the United States, numbers used to classify exported products are called “Schedule B” numbers. The U.S. Census Bureau administers the Schedule B system. Schedule B numbers, not HS numbers, must be provided on the Shippers’ Export Declaration (SED). The Census Bureau uses SEDs and Schedule B numbers to calculate U.S. export statistics.

There is a difference between the HS classification number and the Schedule B number. The HS number is an internationally accepted code. The basic HS code contains 6-digits, known as a subheading. The Schedule B is a 10-digit code built upon the first 6 digits of the HS code. Additionally, the Schedule B code is a U.S.-specific coding system used by the U.S. Government to monitor U.S. exports. 
Schedule B 号的前6位是 HS 号。 我给的链接的表的右面是 rate of duty. 这就是进口到美国的关税率。其中 general 下面那列是适用中国商品出口到美国的税率。

1 下面的适用于跟美国有自由贸易协议的国家，如果加拿大，墨西哥， 通常是0关税。 2 是针对那些 不享受最惠国待遇/非WTO成员 的国家，通常是高关税。
 
总结： 
1.       先在https://uscensus.prod.3ceonline.com/#/p=0 用关键词找到Schedule B编码。
2.       然后在http://www.usitc.gov/tata/hts/bychapter/index.htm 中找到对应的章节
3.       税率说明如图：1 下面的适用于跟美国有自由贸易协议的国家，如果加拿大，墨西哥， 通常是0关税。 2 是针对那些 不享受最惠国待遇/非WTO成员 的国家，通常是高关税。
4.       Schedule B为进口编码，前6位与HS码一样。
